Abstrakt
Niniejszy artykuł poświęcony jest badaniom kategorii resilencji, która jest obecnie jednym z najlepszych katalizatorów bezpieczeństwa każdego państwa i jego miast. Autorzy rozważają odporność miast i krajów europejskich pod kątem zachowania wektora ich zrównoważonego rozwoju i skutecznej konfrontacji z wyzwaniami zewnętrznymi i wewnętrznymi, dążenia elit politycznych i intelektualnych do przewidywania i neutralizowania tych wyzwań. Materiał ten ujawnia się w naukowych i praktycznych ujęciach otwartości krajów (miast), a także poprzez analizę wyników oceny odporności dużych miast Europy Wschodniej w warunkach zrównoważonego rozwoju. W artykule zwrócono uwagę na znaczenie ocen i metod odzwierciedlających wyniki oceny przejrzystości działań rad miejskich dla zapewnienia ich rozwoju społecznego, gospodarczego i środowiskowego. Na potrzeby artykułu autorzy przedstawili główne wyniki oceny zanieczyszczenia i komfortu zamieszkania w miastach Europy Wschodniej, co pozwoliło na przeprowadzenie analizy porównawczej oceny otwartości i przejrzystości miast ukraińskich w kontekście ich rozwiązania w warunkach zrównoważonego rozwoju.
