Odnawialne Źródła Energii i ubóstwo a zrównoważony rozwój Unii Europejskiej

Abstrakt
Obecny rozwój społeczno-gospodarczy pociąga za sobą szereg konsekwencji prowadzących do zmian w środowisku. Zmiany te są często szkodliwe i wiążą się z nadmiernym lub niewłaściwym wykorzystaniem zasobów naturalnych. Kwestia zrównoważonego rozwoju zajmuje coraz większe miejsce w strategiach rozwoju regionalnego i lokalnego. Dostęp do usług energetycznych ma zasadnicze znaczenie dla włączenia społecznego. Walka z ubóstwem, w tym ubóstwem energetycznym, może przynieść szereg korzyści związanych m.in. zmniejszenie wydatków na ochronę zdrowia, zmniejszenie poziomu zanieczyszczenia powietrza, zwiększony poziom komfortu i jakości życia oraz zwiększenie poziomu domowych budżetów. Zgodnie z wynikami przeprowadzonej analizy wykorzystanie energii ze źródeł odnawialnych jest nierozerwalnie związane z poziomem wynagrodzeń – przeciętnie wyższemu poziomowi wynagrodzeń towarzyszy większa skala wykorzystania energii ze źródeł odnawialnych. Pomimo oczekiwanej wartości ujemnej, podobną zależność zaobserwowano w przypadku skorelowania poziomu ubóstwa z wykorzystaniem energii ze źródeł odnawialnych – jest ona wyższa, gdy zużycie energii ze źródeł odnawialnych jest większe. Przeprowadzone badanie wskazuje na brak odpowiednio skonstruowanych mechanizmów wsparcia osób ubogich w zakresie finansowania i eksploatacji instalacji wytwarzających zieloną energię, a także brak odpowiedniej edukacji w zakresie lokalnych i globalnych korzyści płynących z energetyki prosumenckiej. Dążenie do wyeliminowania ww. barier wymaga kontynuacji działań dotyczących synergicznej realizacji pierwszego i siódmego celu, stanowiących dwa z siedemnastu Celów zrównoważonego rozwoju.
