Artykuł porusza kwestie zapewnienia bezpieczeństwa mieszkaniowego. Celem tej pracy jest podsumowanie zadań postawionych przez państwo w zakresie redukcji ryzyka sejsmicznego w Erywaniu oraz identyfikacja ich odzwierciedlenia w procesie zwiększania odporności sejsmicznej standardowych budynków mieszkalnych. Praca obejmuje: podsumowanie ryzyka sejsmicznego na terytorium Republiki Armenii i Erywania; omówienie obecnej sytuacji rozwoju mieszkaniowego w Erywaniu, typów budynków oraz możliwych opcji przebudowy; analizę zadań postawionych w ramach zwiększania odporności sejsmicznej budynków mieszkalnych zbudowanych w czasach radzieckich w Erywaniu; podniesienie kwestii niedociągnięć polityki państwowej; oraz ujawnienie sprzeczności między podejmowanymi działaniami zarządczymi a zasadą "priorytetu przygotowania nad odbudową". Udowodniono, że brak znaczących wyników w tym procesie wynika z niepowodzeń w zarządzaniu, a nie problemów technicznych, ekonomicznych czy prawnych. Wyniki mogą być przydatne do poprawy strategii bezpieczeństwa rozwoju mieszkaniowego, a także do promowania bardziej świadomego podejścia do problemu przez państwo i społeczeństwo.
